摘要

There is a wealth of activity and expertise rapidly developing in the field of GHG markets, standards and protocols. However the determination of GHG emission reductions or removals can still be expensive and uncertain for project developers. There is a definite need for internationally accepted standards and protocols in this area that are robust, consistent, transparent and transferable and cost effective to apply. These must be supplemented by good practice guidance documents, calculation tools, and case studies to aid in their application. International Standards bodies and agencies such as the ISO, IEEE-SA, WRI/WBCSD, and the UNFCCC are working to meet this need in a timely manner. This work is proceeding in a complementary way to ensure a general consistency of requirements over all sectors while providing the specific requirements at the individual sector and project level. Governments and industry must recognize the need for funding and resources to support this important standards effort.
