Within the context of the federally funded urban renewal program in Fargo, photography was employed as a powerful tool in the effort to promote redevelopment from the mid-1950s into the 1960s. A wider, more consistently executed photographic survey of the existing conditions-including the several buildings in good repair throughout the district-could have resulted in greater ambiguity concerning the suitability of wholesale removal and may have cast the receipt of federal funds into doubt.
