There is something melancholy about the phrase 'the promise of modernism'. However defined, modernism was the banner under which all manner of transformative projects in painting, sculpture, architecture, photography, music, literature, and design were grouped. It was more than just about ruffling feathers, although that was always part of the fun. Rather, most of those pursuing modernist approaches believed that the spirit of the times demanded radical change; the type of change symbolized by atonal music, abstract art, free-form verse, streams of consciousness in novels, and the geometric certainties of modern architecture. For those interested in cities, it meant designing urban environments fit for modern society, free from the constraints that the trenchant interests of capital and class had wrought upon the working population.
