摘要

The primary aim of this paper is to contribute to the systemic morphological understanding of incrementalist planning in rapidly transforming cities. The study explores the effects of piecemeal urban change through a morphological analysis of the city of Mersin, Turkey. The paper begins by describing the Turkish planning system, which allows piecemeal changes to the urban fabric through partial plan modifications. The paper considers the resulting kinds of morphological change at the scale of the plot, block and tissue, and interprets a 'ladder of morphological changes' in both existing and new development areas of the city. In this way, the consequences of piecemeal changes in the absence of any strategic design control, which is often the case in many rapidly transforming cities, are explained. The paper consequently addresses the need for a coordinated approach to design control that addresses the different scales of transformation.
