Strategic nuclear forces in the former Soviet republics have decreased by about 500 warheads over the past year. Highlights of 1994 included Ukraine's adoption of the Nuclear Non-Proliferation Treaty (NPT), the entry into force of the START I treaty, and the continuing de-activation of strategic forces. During the course of the year more than 900 strategic warheads once deployed in Ukraine, Kazakhstan, and Belarus were transported back to Russia. About 1,400 nuclear warheads remain in Ukraine, 900 in Kazakhstan, and 36 in Belarus—not all of them operational.
