Beginning on page 34, the Bulletin takes a look at the mess created by 50 years of building nuclear weapons. The material is based on candid, eye-opening reports recently issued by the Energy Department. Energy now estimates that it will cost more than $200 billion over the coming decades just to hold the line. Forget about "cleanup," the people at Energy say. The best we can hope for is "stabilization." How did we get into this $200-billion-plus mess? It was easy. Combine secrecy with arrogance and, presto, you're there. Consider some of the thornier cleanup problems that were uncovered in "Operation Moonglow" and the investigation that followed.
