The U.S. military establishment is shrinking. In 1990, at the peak of the Reagan-era buildup, the army had 18 active-duty divisions; the marines had three active-duty divisions; the navy had 16 carriers; and the air force had 24 active-duty tactical wings and 228 long-range bombers. President George Bush understood that such a force was not necessary in the post-Soviet world, and he proposed a "base force" of 12 active-duty army divisions, three active-duty marine divisions, 13 aircraft carriers, 15 active-duty tactical wings for the air force, and 181 long-range bombers. That force would carry the United States into the next century.
