The 56th Session of the IALA Council

The IALA Council held its 56th session at Goa, India, from 9th to 13th Decem- ber 2013, under the Chairmanship of David Gordon, South Africa, President of IALA. Twenty three of the twenty-four Councillors were present or represented. The Council worked to a very busy Agenda. A significant part of the discussions concerned the IALA change of status project Based on the outcome of the meeting held in Copenhagen in October 2013,to which all IALA National Members were invited, and the strong support given by Sister Organizations - especially the IMO - the Council decided to go ahead and adopt a new road map for IALA to become an Inter-Governmental Organization. Another meeting of this kind will be held in March 2014, which will be an opportunity to weigh the benefits for IALA and consider the concerns expressed by the Councillors about the potential risks for the Organization, its consultative role and the new Membership structure. The meeting will also be tasked to draft a General Assembly Resolution for adoption at A Coruna in May 2014. All IALA National Members will receive individual invitations to the meeting. It was added that any future International Agreement would be approved at a Diplomatic Conference and not by the IALA General Assembly. Another subject of major interest was the work carried out on the IALA Strategy that will be presented at the General Assembly. The Strategy, prepared by the Secretariat, was reviewed at the Strategy Group meeting that met immediately prior to the Council, and approved in plenary. The Strategy consists of four parts, the leading ones being a Strategic Vision 2014-2026 and a Strategic Plan 2014-2018. The resulting Committee structure and work plan are slightly different from the one which we are used to but IALA will continue to work with 4 standing Committees during the next four year period, most likely with a change in meeting sequence to have a Council session before the Committees meet.%La 56ème session du Conseil de l'AISM a eu lieu à Goa, en Inde, du 9 au 13 décembre 2013. L'Académie a présenté les progrès réalisés dans ses actions de renforcement des capacités et de sensibilisation, soutenues par l'OMI et l'OHI. Le soutien apporté à l'Académie par l'IFAN et un certain nombre de membres nationaux de l'AISM a été mis en exergue. Le Conseil a pris note des rapports présentés sur les activités des groupes de travail autres que les Commissions, à savoir : l'Outil de gestion des risques (IALA Risk Management Toolbox), le Forum des autorités de pilotage (Compétent Pilotage Authority Forum -CPAF), le Comité directeur de coopération maritime (Maritime Co-operation Steering Committee) et IALA-NET. Il a également été informé des activités des organisations sœurs et d'autres organismes internationaux. De nouveaux membres ont été acceptés (voir notre article Les Membres de l'AISM - Certains arrivent, d'autres nous quittent). Le Conseil actuel se réunira pour la dernière fois à La Corogne le 25 mai 2014 et un nouveau Conseil sera ensuite élu par l'Assemblée générale de l'AISM le 31 mai.
