摘要

Legal metrology enforces requirements in measuring instruments commonly used in trade, for measurements that cannot be checked by one of the parties, ensuring fair competition, minimizing losses to the economy. The studies presented demonstrate the vast economic impact of legal metrology activities, representing in some cases a significant amount of the GDP of some countries. Thus, legal metrology controls can be classified as a major part of a quality infrastructure; they are thus not merely a "minor box on a graph", but rather contributing equality to provide confidence in measurements. The metrology entities rely on each other, contributing to national reliability. Scientific metrology research into new methods, as well as the maintenance of national standards and accreditation, is responsible for spreading measurements with known uncertainties due to an unbroken chain of calibrations. Legal metrology enforces requirements in vital areas. It is also worth noting that only the economic impact is presented here; the contribution of legal metrology to health and the environment must also be considered as being benefits of legal control. The OIML plays a major role in this system, guiding countries towards conformity and known maximum permissible errors, thus ensuring acceptable losses for the markets, and ensuring fair trade and competitiveness. As a key player, the author believes that the OIML should also invest in impact methodologies to harmonize studies concerning the impact of legal metrology systems, allowing comparisons between systems. This would permit the creation of indicators to measure the maturity of legal metrology systems, thus allowing analysis and continuous improvement for countries.
