In a robust move to encourage investment and support commercial activities for the mining of space resources by US citizens and companies, President Obama signed the Space Resource Exploration and Utilization Act of 2015 (Act) in November 2015. The Act is part of the more general Commercial Space Launch Competitiveness Act. The Act directs the President, acting through federal agencies, to: 1. "facilitate the commercial exploration and utilization of space resources"; 2. "discourage government barriers to the development of economically viable, safe, and stable industries for the exploration and utilization of space resources"; and 3. "promote the right of US commercial entities to explore outer space and utilize space resources".
