Environmental law-Statutory protection of environment - Miscellaneous -Company owned property which was contaminated - Downgradient well and property became contaminated - Two orders were issued that company had violated Environment Act, and ordering remediation - Second order omitted measures regarding containment tank that previous owner had built on property - Company appealed - Appeal dismissed - Procedural fairness extended to company by Minister prior to issuance of second order - Even though Minister was under no statutory obligation to do so, Minister engaged in some meaningful and significant consultation including, permitting company to file reports from its own experts and full legal opinion - To require yet more consultation, in relation to every statement which could possibly be construed as prejudicial to company, would prolong process to point where problem sought to be remediated may have become so aggravated as to have become virtually insoluble or irreparable, contrary to stated goals of Act - Findings of Minister required deference.
