摘要

Our intent in writing this paper was to review the public record of the International Joint Commission's recent meetings concerning the 1921 Order. As we did so we delved into many topics that warrant a separate paper. We greatly appreciate the comments by both Dolan and Rood in bringing their own perspectives to this important subject. We expect that, even when we disagree, our disagreements are more nuanced than the written record might indicate.
