The burgeoning national identification card market is providing opportunities in all regional markets. Countries as varied as Macau, Oman and Belgium provide examples of how cards can be used to bring governments closer to the people, while addressing a number of security and identification issues. However, while there is lots of positive talk, hurdles still need to be overcome. In the years following 11 September 2001, many national governments and citizens have examined how new technology in the form of chip-based cards — perhaps including biometrics — could reduce the threat of future terrorist attacks and enhance border control. This marks a change in the approach taken pre-9/11, where debates in certain countries seemed to focus more on objectives such as efficiency and convenience for government and citizens. At the same time, there has been a growing trend towards using smart documents for other services, such as passports as well as driving licences and vehicle registration cards. For example, India recently launched its national vehicle registration card based on optical smart card technology. This is estimated to have a market potential of more than 100 million cards issued nationwide over the next five years.
