The law takes effect in two stages: Airlines must be accredited by 2 February 2012, while airline stations, consignors, and agents must be audited by July 2014. Those EU countries with equivalent or more stringent rules already in place are excluded. This brings the total number of carriers who have settled to over a dozen, and the total settlement so far to over $460 million. Worldwide, carriers have paid almost $2 billion in fines in criminal cases brought by various governments over the price-fixing issue. In response to the court finding, Schenker is demanding to see the court documents used in the decision, saying, in effect, that it was a victim of price fixing by carriers, and that it may itself have been subject to illegal surcharges. This has been met by counter-demands from at least two of the eight carriers charged that the documents remain sealed. This one could get interesting.
