Recently, a colleague sent me a photograph of a safety situation he had discovered on his campus. It wasn't really a complicated issue - the curb cut at a pedestrian crosswalk included one pedestal for a light post and another for an emergency phone. No-one disputed that both the light post and the emergency phone were important features of this particular crosswalk. However, generously stating the case, the pedestals for these items encroached on the pedestrian walkway.
