摘要

Disruption is often spoken about as if it is something that is well recognised, even self-evident. However, attempts may be made to identify it without success, or it may be in plain view but not recognised, like Lewis Carroll's Snark. In order to value disruption, it must be measured and priced. Overall, this is generally regarded as a difficult and imprecise exercise, although it need not be if satisfactory records exist. There is no good reason why satisfactory records should not be kept on either building or civil engineering projects, but there will be a fundamental difference between the valuations. Valuations for the building or process engineering project will generally be based on manpower, while that for the civil engineering works -will generally be based on machinery use and output. Also, a valuation of civil engineering disruption will be encumbered with different complexities than a building works disruption assessment.
