With the Highway Trust Fund on the verge of insolvency, Congress passed legislation in late July to temporarily shore up the beleaguered fund, which finances federal spending on highways, mass transit, and other facets of surface transportation. The action occurred one day before the U.S. Department of Transportation (DOT) was set to begin reducing highway funding to states as part of efforts to manage the impending shortfall in the Highway Trust Fund. Although it keeps the fund afloat until next spring, the congressional move has prompted criticism from many lawmakers and observers who want Congress to devise a long-term solution this year for financing the federal surface transportation program. Against this backdrop, the Obama administration announced in July two separate initiatives intended to facilitate private investment in various types of infrastructure.
