In recent years, proposals for national infrastructure banks have come and gone on Capitol Hill without success. One of the latest such plans offers a novel twist that may help it succeed where others have failed. Rather than use taxpayer money, a recently proposed infrastructure bank would obtain its initial funding of $50 billion solely from bond purchases made by corporations. Over time the infrastructure bank could make available as much as $750 billion in funding, greatly increasing the access of state and local governments to low-cost financing for meeting their infrastructure needs.
