At This Writing, the Metrorail system in Washington, D.C., is introducing a significant alteration to its subway schedules during rush hour. Dubbed Rush+, the heavily promoted changes are meant to alleviate overcrowding and improve service to more than 100,000 riders each day on the nation's second-busiest mass transit system. With fairly major changes to a system that in recent years has been much maligned, some blowback and slipups are to be expected. But as the transit expert Jar-rett Walker explains in Human Transit, the key to delivering effective service is translating the general, abstract support for mass transit into support for investing in its development and maintenance and in making the right choices on those investments.
