During the next 25 years, the Northeast Ohio Regional Sewer District (NEORSD) will spend $3 billion (in 2009 dollars) to significantly expand the capacity of its three wastewater treatment plants (WWTPs) and construct seven new storage tunnels totaling roughly 20 mi in length. The projects, which will also include "green" infrastructure components, are required as part of a recent consent decree between the NEORSD and the federal government that seeks to greatly reduce combined sewer overflows (CSOs) from the district s sewer system. The provider of wastewater treatment services to more than 1 million people in the Cleveland metropolitan area, the NEORSD collects wastewater from a 350 sq mi area, 80 sq mi of which is served by combined sewers. The district operates and maintains a conveyance system that encompasses 305 mi of interceptor sewers and includes 126 CSO outfalls discharging to Lake Erie or other local waterways.
