RELEASED BY THE Obama administration on February 1, the $3.8-trillion federal budget proposed for fiscal year (FY) 2011 generally avoids major new initiatives related to infrastructure, and while a few existing infrastructure programs would see modest cuts under the president's plan, most would maintain their current funding levels.
