In mid-june, Lisa P. Jackson, the administrator of the U.S. Environmental Protection Agency (EPA), declared that a "public health emergency" existed at the Libby asbestos site, in northwest Montana. This was the first time that the agency had made such a declaration under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the law more commonly known as Superfund.
