Two bills pending in the House would revamp federal security requirements for drinking water facilities and subject wastewater treatment plants to such requirements for the first time. The bills would leave the U.S. Environmental Protection Agency (EPA) in charge of overseeing security at drinking water facilities, but oversight of security at wastewater plants would fall to the U.S. Department of Homeland Security (DHS). This bifurcated regulatory approach has prompted at least one major water association to warn of the potential for problems at municipalities that operate drinking water and waste-water treatment systems.
