Although the federal government spends hundreds of billions of dollars on constructing, maintaining, and repairing the nation's infrastructure, this was not always the case. Federal funding of civil structures was a controversial topic during the nation's nascent years. One of the first federally funded projects, the New Castle ice harbor, was constructed in the early 19th century along the Delaware River. Wooden ships were easily crushed by the large ice floes that migrated downstream with the river current. Even ships moored at the colonial town of New Castle, Delaware, which in the winter provided an alternative harbor to Philadelphia, were left unprotected from the floes. In 1794 the State of Delaware decided to construct several large piers in the river to protect the moored ships. During construction, the federal government allocated funding and assumed ownership of the piers.
