Omnibus Bill Offers Mixed Bag for Infrastructure Funding

Shortly before adjourning in December, Congress passed a $555-billion omnibus appropriations bill to finance most federal programs for the remainder of fiscal year (py) 2008, which began on October 1. Signed into law by President Bush on December 26, the bill (P.L. 110-161) followed four continuing resolutions that were needed to keep the federal government running until a formal appropriations bill could be passed. The omnibus bill was the culmination of a year in which the two major political parties struggled to find common ground on appropriations. "The whole budget process was very difficult," says Brian Pallasch, asce's managing director of government relations and infrastructure initiatives. "There was not a whole lot of willingness to compromise on the numbers, if you will." Congress, however, eventually gave in to the White House's demands, trimming approximately $22 billion in spending from the omnibus bill at the last minute. Although many programs of interest to civil engineers fared well, the end-of-year budget showdown left some programs with increases smaller than expected or even with decreases compared with last year's budget.
