Idaho Town Pins Revitalization Hopes on Stream Restoration Project

As it seeks to revitalize its urban center, the City of Caldwell, Idaho, is counting on the "daylighting" of Indian Creek to entice residents and businesses to return to its struggling downtown area. With trails lining the six-block area through which the recently restored stream now passes, Caldwell's new urban "greenbelt" offers an amenity for visitors and residents while returning wildlife habitat to an area that had been largely devoid of natural settings. The project represents a remarkable turnaround for Indian Creek. In the early 20th century, the waterway essentially was used as an open sewer by industries upstream of Caldwell, a town in southwestern Idaho of about 44,000 residents located 25 mi (40 km) west of Boise. Regarding the stream as an eyesore and a source of odors, the city confined the stream several decades ago to an underground tunnel or, in places, a barely visible channel. "You could hardly tell that there was a creek there," says Dennis Cannon, the city's redevelopment coordinator.
