As we know, the United States must find solutions-and funding-to address its crumbling infrastructure, asce's 2005 Report Card for America's Infrastructure (the 2009 edition will be released in March) conferred an overall grade of D on the nation's infrastructure, suggesting that our roads, bridges, drinking water systems, mass transit systems, schools, and systems for delivering energy might soon fail to meet society's needs. In his October 29 testimony before the U.S. House of Representatives' Committee on Ways and Means, David G. Mongan, P.E., f.asce-who was at that time asce's president-called upon Congress to provide at least $40.7 billion in new funding for infrastructure projects he described as "ready to go," noting that this investment would serve the "dual purpose" of creating jobs and repairing neglected infrastructure. Mongan also cited a report issued by the Congressional Budget Office earlier this year that stated that federal spending for infrastructure has declined within the past 30 years.
