House and Senate Pass Bills Addressing Innovation, Competitiveness

Legislation intended to counter concerns regarding the nation's scientific and technological prowess recently received broad, bipartisan support in both chambers of Congress, setting the stage for a conference committee to reconcile differences between competing bills. The legislative efforts build on ideas proposed by the White House last year as part of its American Competitiveness Initiative, as well as on related bills introduced in the previous Congress. Those proposals were developed largely in response to a report released in October 2005 entitled Rising above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future (see "Vaporizing the Gathering Storm," Civil Engineering, March 2006, page 52). Published by the National Academies, the report warns that the United States could lose its status as a leader in science and technology unless more is done to shore up math and science education and boost scientific research.
