On February 24, California's governor, Arnold Schwarzenegger, declared a state of emergency for the state's system of flood protection levees, noting that "conditions of extreme peril to the safety of persons and property exist within the California levee system." The state of emergency declaration listed 24 sites along the Sacramento River and its tributaries—all part of the Central Valley portion of the California system—where erosion threatens catastrophic levee failures. The move frees as much as $100 million in state funds for immediate repairs at those 24 sites, says Rodney Mayer, p.e., the acting chief of the Division of Flood Management in the California Department of Water Resources (dwr).
