A proposal issued recently by the U.S. Army Corps of Engineers and the U.S. Environmental Protection Agency (EPA) regarding the steps that would have to be taken to compensate for wetland loss would encourage greater use of mitigation banking. Although the agencies contend that such a result would promote efforts to conserve the nation's wetlands, critics maintain that some of the changes called for in the proposed rule could have the opposite effect.
