The Tampa Bay Seawater Desalination Plant―the largest desalination plant in the United States―opened to much fanfare in March 2003, but so far it has failed to meet the expectations of its owner, Tampa Bay Water. The plant failed a critical acceptance test in May, and its developer―Covanta Tampa Construction, of Tampa Bay―has been unable to resolve many of the problems within a time frame agreed upon by the two parties. Tampa Bay Water has since indicated that it wants to hire an outside firm to take over the plant on an interim basis to fix the remaining problems. With each side alleging that the other is at fault for the delay, the issue of which party will maintain control and operation of the facility has moved to a federal court in New York City.
