A record of decision issued by the Federal Highway Administration has cleared the way for the design and construction of a long-awaited interchange between Interstate 95 and the Pennsylvania Turnpike (I-276). Although the two highways cross, in Bucks County, Pennsylvania, they have never been directly connected. By linking I-95 with the Pennsylvania Turnpike and from there to the New Jersey Turnpike, the project also fills a long-standing gap in I-95 in New Jersey, making the highway continuous through the Middle Atlantic region for the first time. Although only preliminary engineering has been done so far, the interchange design has been developed in much greater detail than is typical at this stage because the interchange is located in such a highly developed area, says Jay Roth, a senior associate and the division chief of the Bensalem, Pennsylvania, office of KCI Technologies, Inc., which carried out the environmental impact studies. "Minimizing socioeconomic impacts was the driving force behind the design," Roth says.
