In a major victory for the civil engineering profession, legislation (H.R. 2608) recently passed by Congress and signed into law by the president reauthorizes and revamps the nation's preeminent program for reducing earthquake hazards and kicks off a new federal effort to address threats posed by windstorms. The legislation comprises two bills that began as separate measures. Introduced in June 2003, H.R. 2608 began life as a measure to reauthorize the National Earthquake Hazards Reduction Program (NEHRP), the federal undertaking to minimize loss of life and property damage caused by earthquakes. (See "Congress Looks to Shake Up Earthquake Program," Civil Engineering, August 2003, page 12.) Meanwhile, legislation intended to create the National Windstorm Impact Reduction Program (H.R. 3980) was introduced in March of this year. Passed by the House in July, H.R. 3980 was added to the NEHRP legislation shortly before the Senate passed it in October. President Bush signed H.R. 2608 into law (P.L. 108-360) on October 25.
