After evaluating several options for providing drainage to hundreds of thousands of acres of agricultural land in its San Luis Unit, in central California, the U.S. Bureau of Reclamation has tentatively selected what it calls the in-valley alternative. In contrast to other options that called for collecting irrigation runoff and transporting it hundreds of miles via pipelines or canals to the Pacific Ocean or to the delta formed by the Sacramento and San Joaquin rivers, the in-valley alternative would dispose of the runoff in evaporation ponds within the San Joaquin Valley. The bureau's San Luis Unit encompasses 713,000 acres (289,000 ha) within the valley, which is home to some of the nation's most productive agricultural land. Because the area receives little rainfall, however, the productivity depends entirely on the availability of vast amounts of water for irrigation. It also depends on effective measures for removing any excess water to ensure that dangerous levels of salt and water do not accumulate in the root zones of crops. However, approximately 300,000 acres (120,000 ha) within the San Luis Unit―particularly in the western section of the valley―suffer from poor subsurface drainage conditions that exact a toll on crop production.
