Faced with a potential environmental disaster, Florida's Department of Environmental Protection (DEP) has been granted permission by the U.S. Environmental Protection Agency (EPA) to discharge via barges hundreds of millions of gallons of treated wastewater into the Gulf of Mexico. The project is part of an effort by the DEP to ensure that highly toxic waste-water currently stored at an abandoned fertilizer plant does not overflow into nearby Tampa Bay. Built in 1966, the Piney Point Phosphates plant is located in Piney Point, Florida, a few miles south of the city of Tampa Bay. In early 2001 the Mulberry Corporation―the owner of the Piney Point plant and of another phosphate fertilizer plant in nearby Mulberry―went out of business and abandoned both facilities. The DEP assumed financial responsibility for stabilizing and eventually closing the plants. In May 2002 Cargill Fertilizer, Inc., acquired the Mulberry plant and began closure activities at the site. However, the Piney Point facility remains the obligation of the DEP.
