As the United States strives to find ways to contain the enormous volumes of solid waste it sends to landfills each day, engineers struggle to design better covers for those landfills that have reached their capacities and are about to be closed. Covers for final closure physically separate the waste from the environment, minimize odors, improve aesthetics, and control the percolation of precipitation into the waste. Controlling percolation minimizes the generation of both leachate and landfill gas, the two primary forms in which dangerous contaminants are released by landfills into the environment. Conventional covers as prescribed by the U.S. Resource Conservation and Recovery Act (RCRA), which governs the closure of many landfills, rely on such hydraulic barriers as geomembranes, geosynthetic clay liners, compacted clay layers, or combinations thereof to prevent water from flowing into the landfill. But a relatively new option―the alternative earthen final cover (AEFC)―is being considered as a solution that is both more natural and more cost effective. The design of these covers is intended to balance the capacity of finely textured soils that store infiltrating precipitation with the ability of plants and the atmosphere to remove stored water.
