Almost 15 years in the making, the Lewis & Clark Rural Water System, of Sioux Falls, South Dakota, is beginning to see its efforts to construct a drinking water treatment plant and distribution network come to fruition. After more than a decade of planning and attempting to secure federal support, the nonprofit organization in late August formally broke ground for a system that is eventually expected to include several wells along the Missouri River, a drinking water treatment facility, and a distribution network that will include hundreds of miles of pipeline. Operating as a wholesale water provider, the Lewis & Clark system will deliver drinking water to 22 community and rural water systems in the tristate area comprising southeastern South Dakota, southwestern Minnesota, and northwestern Iowa, says Troy Larson, the organization's executive director. Although construction of the system has been a long time coming, the $367-mil-lion project will probably take between 10 and 12 years to complete, Larson says―a period contingent for the most part upon the timing of the federal funding it receives. The federal government is expected to cover 80 percent of the project's cost, with the three states and the local water retailers covering the remainder.
