摘要

Las obras del Emisario Submarino de Berria han sido un referente de la ingenieria civil, tanto por su vanguar-dia en las tecnologias y materiales empleados como por el enclave natural donde se han ejecutado, las Marismas de Santona, declaradas bajo multiples y reconocidas figuras de protection natural desde el ambito comunitario e international (Red Natura 2000, Lista Ramsar de Humedales de Importancia International, Importan Bird Area -IBA-...). Desde este punto de vista, la figura de la Direccion Ambiental a disposition de la Direccion de Obra, se convierte en una pieza fundamental para asegurar el cumplimiento de la Declaration de Impacto Ambiental (DIA), dar respuesta a cualquier imprevisto ambiental que pueda surgir durante el desarrollo de las obras, y asegurar la conservation de los valores naturales del entor-no. A tal efecto, con el presente trabajo se pretende demostrar que con la metodologia empleada, y bajo un control efectivo de diversos indicadores, cualquier actuation de esta indole puede no solo ser compatible con el entorno, sino mejorar en fase de explotacion la calidad de sus aguas, lo que redundara en la mejora de todos sus factores ambientales asociados (fauna, vegetation, procesos ecologicos, etc.). Los resultados y conclusiones del trabajo reafirman las labores y funciones de la Direccion Ambiental, que han ido mucho mas alia de la estricta vigilancia de las obras.%The underwater outlet ofBerria works have been a referent in civil engineering, both for the avant-garde of the technologies and materials used, as well as for the natural enclave where developed, the Santona marshes, declared under numerous and recognized concepts of natural protection within the Community and international scopes (Natura 2000, The Ramsar List of Wetlands of International Importance, Important Bird Areas -IBA-, ...). From this point of view, the Environmental Management figure at Project Management's disposal, becomes an essential piece to guarantee the performance of the Environmental Impact Statement (EIS), to respond any unforeseen environmental event which could crop up during the works, and to guarantee natural values conservation. So as to meet that objective, this work tries to prove that, thanks to the methodology used and with an effective control of several indicators, any performance of this nature may be, not only compatible with the environment, but it may improve the waters quality, which will have a bearing on all of its associated environmental factors (fauna, vegetation, ecological processes, etc.). Results and conclusions, reassert the Environmental Management's tasks and functions, which go beyond just surveillance.
