During the past year I served on the staff of Senator Bob Graham (D-Fla.) as a Congressional Science and Engineering Fellow sponsored by ASCE. The experience was exciting, educational, enlightening and sometimes troubling. The troubling aspect was the conspicuous lack of civil engineers in the public policy decision-making arena. As a staff member, I met with many constituents, organizations, public officials and advocates. Rarely did I encounter another civil engineer. As the only engineer on a staff of 50, I handled most if not all of the areas involving civil engineering.
