Real estate represent an enormously economical value for private companies as well as for the public sector. This shows that real estate represent a significant cost driver. For these reasons, it is even more remarkable that normally, a life-cycle oriented examination is disregarded. Since the planning-, the building- and the operation phase are examined for the most part separately, many efficiency advantages as well as synergistic effects and the reduction of risks are not obvious for the employer. To achieve the goals for the public hand, the public private partnerships (PPP) function as an instrument. Thereby, a long-term oriented cooperation between the public hand and the private economy is built. In contrast to a single system allocation, the different phases such as planning, building, operation and financing of the public building projects are transferred in a holistic way and also life-cycle oriented to private partners.
