In 2014 the Natural Environment Research Council, Economic and Social Research Council and Defra invested over £7m into the Resource Recovery from Waste programme (RRfW) with the aim to drive radical change in resource and waste management in the UK. Fast forward four years and the governance conditions have changed dramatically while geopolitical isolation and protectionist trade loom over resource supply chain security. How can the UK use this dynamic situation to maximise the social and environmental benefits through the economic opportunities offered by the circular economy? Conceptions of a circular economy are often presented as unique and definitive, usually around the idea of 100 percent closed-loop recycling, implying that there is only one type of circular economy that can be realised. Yet there are various kinds of circular economy, from partial implementations such as those relying on energy-from-waste to close the loop as currently being realised in the UK, to higher value circular economies such as those aspiring to recover materials for reuse or recycling and/ or prevent wastes altogether. For example, IKEA's circular economy aspirations now cover designing large furniture items for reparability and the upcycling of plastic packaging. These circular economy models all have different costs and benefits from environmental, social, technical and economic perspectives. They also rely on different commercial actions and government interventions for their implementation.
