The outcome of the Defra and HM Treasury consultations on the resources and waste strategy will affect a wide range of stakeholders across the value chain, including local authorities, producers and recyclers. I believe all these stakeholders agree that the consultation proposals give us a great opportunity to make a real change in our recycling performance and push us along a path towards realising a more circular economy. A key concern, raised by multiple respondents during the consultation period, is the potential for unintended consequences arising from the introduction of multiple radical changes at once. Two areas, in particular, that have been flagged are worries about the introduction of market distortions and the need for a Deposit Return Scheme (DRS) to be complementary to the Extended Producer Responsibility (EPR) requirements. An important principle for the introduction of a new EPR scheme must be non-discrimination between household and household-like material. We want to avoid opportunities for unscrupulous operators to conduct arbitrage between different waste streams, and for the potential for widespread fraud. Complex waste legislation can be very difficult to enforce, so we should try to keep the system as simple as possible.
