Defra has now published its long-awaited consultation on extended producer responsibility (EPR) for packaging. This sets out four options for reform: retaining competing compliance schemes; introducing a single producer obligation scheme; separating the approaches to commercial and household waste streams; and introducing an upfront deposit for producers, part of which is refunded in return for recycling evidence.
