Even though I am a passionate "remainer", long experience of EU environment policy leads me to question the faith that Simon Colvin (CIWM News, March 2017) places in EU implementation structures. I don't share his regret that we are leaving these behind (IF we do leave) because they are still in practice pretty feeble. Indeed the UK culture of constructing compliance mechanisms means that we are perfectly capable of putting in place inspection and penalty regimes if we think they are needed: at least this red tape will be OUR red tape!
