It is a well-established principle that producers, as defined within producer responsibility (PR] legislation, meet their obligations through a collective approach - namely by joining, in the UK, one of the many producer compliance schemes (PCSs). It is the role of a PCS to ensure it meets the set legal obligations on behalf of members. The European Commission (EC)'s December proposals for moving towards a circular economy include measures that will impact upon the role of a PCS - either specifically through legislative measures and/or through market impacts.
