Preventing waste crime rather than tackling it through enforcement after the event has to be the end goal if local communities are to have confidence in the industry and the regulator. This will require a steady shift towards increased compliance effort of the regulated community through inspection, audits of records and other data, and other forms of intervention to reduce the opportunity for and impact of non-compliance.
