The revised Circular Economy Package (CEP) released by the European Commission in early December 2015 contained a number of important proposals for revising various waste and recycling directives. One of the most commented on parts of the Package has been the proposals to increase packaging recycling and reuse rates with new targets laid down for all packaging material types until 2025 and 2030. Some have expressed concern that these targets are unachievable and could lead to much increased costs to producers. However, some of the other, more hidden, elements of the Package are, in my view, much more worrying and could have a fundamental impact on our systems of waste management in the UK.
