摘要

New capacity is still needed to help continue the shift to becoming a zero waste to landfill society - the first step to ultimately becoming a zero waste (or truly circular economy) society. For this to happen the hurdle of securing planning consent must first be cleared. The existence of up-to-date, local waste plans can go a long way to supporting the case for new waste management facilities. Without an up-to-date plan, prospective developers must justify the need for each facility, and the validity of this need must then be assessed by the determining planning authority on a case-by-case basis. In addition, for facilities to actually get built, finance needs to be secured, and the likelihood of securing finance is greatly improved by a business case underpinned by a sound understanding of the need for new capacity.
