For the country's aspirations to transition from a waste to a resource economy, more management facilities need to be built. For this to happen the hurdle of securing planning consent must first be cleared. That task is rarely straightforward. The existence of an up-to-date local waste plan that provides an up-to-date policy framework for each plan area can go a long way to assisting this. These plans can take many years to go through the prescribed processes and gain approval or acceptance of local politicians and communities to the reality of facility provision. However, the changing policy landscape has impacted the progress of a great many of these plans. This will be the first of a series of articles about waste planning in the 21st century, timed to coincide with CIWM jointly hosting a workshop on the subject.
