Conducting regular surveys among local authority managers that are responsible for refuse services enables APSE to compare results, consider priorities and identify trends. And our most recent State of the Market survey suggests that achieving the delicate balance between financial pressures, public expectations and environmental sustainability is more important than ever. Our latest survey indicates that the shift from residual waste to recycling has become "the norm" among councils and their residents. The positive upward trend in recycling identified in APSE's previous State of the Market surveys on local authority refuse collection has continued this year. All responding authorities now recycle paper, card and plastics; almost all recycle glass and cans; 92 percent recycle green waste; 49 percent food waste; 47 percent batteries; and 21 percent bulbs. And a total of 43 percent of respondents in this year's survey expect increases in recycling of further materials, such as textiles, in the near future.
